The DEA has been prepared in accordance with the Council on Environmental Quality and VA regulations for implementing the National Environmental Policy Act (40 CFR Part 1500, 38 CFR Part 26). VA intends to issue a Finding of No Significant Impact (FONSI) following a 30-day comment period in accordance with the Council on Environmental Quality regulations (40 CFR 1508.13) provided there are no substantive comments that warrant further evaluation.
